Jerry Fickes

The Fickes’ first visited Rio Verde in the early eighties.  Captivated by the area they, joined the club in 1990 and purchased their current home site.  They built their home in 1998 and moved here.  Both enjoyed golf.  In the past few years they have been a host captain for the college girls tournament each March.  Donna was a regular in the craft show and lately has kept the Rio Verde Red Hats busy as the Queen. Jerry schedules his Friday golf group and organizers its annual tournament.

 

In 2000, Jerry asked by the late Commissioner Marvin Glink to run for the Rio Verde Fire Board.  In 2004 and 2008 he was re-elected.  Active in the separation from Rural Metro, he aided in the ISO changes, lowering the fire insurance premiums for most of the residents of the Verde’s, arranged the insurance to protect the assets of the Fire District and structured the insurance benefits for the firefighters.  Jerry worked on long range planning to control costs an eliminate peaks and dips in taxation.  He wants the Verde’s residents to feel secure from hazards with the comfort and understanding emergency medical care from a group of firefighter, that are as proud to serve the Verde’s as we are to have them.


Jerry received a Bachelor Degree in Business Administration and Actuarial Science from Drake University.  He also graduated from the American Management Association in executive management and advanced business administration.  He is a member of the American Academy of Actuaries and completed a fellowship, with distinction , specializing in Financial Management with the Life Office Management Association.

After 39 years in the insurance industry, from the file room to executive suite, Jerry took early retirement in 1988.  His duties were to serve the three Life, Health and Annuity Insurance Companies of ERC CORP. as President, CEO, and Director.  The next ten years Jerry became an insurance regulator in New Mexico.  As Chief Actuary, he was responsible for life, health and annuity insurance and the financial solvency of insurers.  He served on legislative task forces and as an advisor to the legislature and various Governors.  Jerry wrote The New Mexico Health Alliance Act.  This Act provided health insurance for small businesses.  Supported by both the insurance industry and the government.  The Act passed in 1994 and Jerry was named Chairman of the Alliance Board.  He retired from the Board in 2000 two years after moving to Rio Verde.

Eric Merrill

 

Deputy Chief Merrill has been a career firefighter since 1980. He moved to Arizona in 1977 and worked in the emergency medical field completing his Paramedic training in 1980.He entered the Fire Service with Rural Metro Fire Department and worked throughout the Maricopa County service area including Sun City, Sun City West, Scottsdale and Rio Verde. Deputy Chief Merrill served and was honorably discharged as a sergeant from the United States Marine Corps. Deputy Chief Merrill has served as the Emergency Medical Services manager since the department’s establishment in 2004.

Deputy Chief Merrill is currently a member of the International Association of Fire Chiefs, The Arizona Fire Chiefs Association and The National Association of EMS Educators. He has achieved a Bachelors Degree in EMS /Hospital Management and holds a National Certification as a Certified Public Manager.

Deputy Chief Merrill and his wife Deana have been married for 32 years and have two grown children.

RESERVE FIREFIGHTER STAFFING

The Rio Verde Fire District is accepting applications for Reserve Firefighter staffing. The RVFD defines a Reserve Firefighter as a suppression employee who is scheduled only on an as needed basis.

 

Reserve Firefighters are required to submit a minimum of two 24-hour shifts of availability each 28-day work period and may not work in excess of nine shifts (or 216 hours) per 28-day work period.

 

The successful applicant will be placed on the employee roster to work shifts when there are openings due to vacation/sick time or other special staffing needs.

Minimum Qualifications

  • Firefighter I & II

  • Arizona EMT or CEP (CEP requires current ACLS and PALS or PEPP certification)

  • CPR Pro

  • High School Diploma or GED

  • Valid Arizona Drivers' License

  • Pre-employment MVD Record and Background Check

  • Pre-employment Drug Testing

  • Successful completion of a CPAT from a licensed agency within the last 6 months (for those currently employed with another AZ Fire Agency, proof of successful Department Physical within the last 12 months may be accepted in lieu of CPAT)

The Rio Verde Fire District is seeking a proven leader with strong technical, organizational and analytical skills for the position of Deputy Fire Chief. This position plans, directs and oversees the support and operations divisions of the Fire District. Under the direction of the Fire Chief, this position may oversee activities and services relating to one or more of the following: facilities, communications, personnel administration, budget, equipment, emergency medical, fire suppression, and community relations. The Deputy Fire Chief is a member of the management team and assists with the department budget and strategic planning. Essential Functions

 

Communication: Communicates with the public, District employees and other agency personnel in order to: direct emergency scenes; supervise and train subordinates; conduct training and post incident reviews; provide information and respond to inquiries and complaints; coordinate special events; and explain actions of the Rio Verde Fire District (RVFD) and its policies and procedures. Makes effective presentations. Prepares special written administrative, investigative or other reports as assigned. Prepares and reviews the following: budget recommendations on personnel, supplies and equipment needs, district operating procedures, statistics and reports on district activities, performance evaluations and recommendations on disciplinary action and time sheets.

 

Manual/Physical: The RVFD Deputy Chief does not perform operations in the hazard zone but may respond to emergencies in a civilian vehicle for command support. May operate a light-duty non-emergency response vehicle to conduct District business requiring a standard Arizona Driver's License. Operates a personal computer (PC) to complete: daily entries to work schedules, roster approval, personnel records, apparatus status reports, exceptional incident reports and to handle electronic mail. Observes and monitors the behavior of office or field personnel to determine and maintain compliance with district policies, procedures and safety standards. Inspects and monitors emergency apparatus, equipment and facilities to determine compliance with safety standards and operational procedures relating to safety, infection control, and response readiness.

Mental: Comprehends and makes inferences from written material including: District administrative and operating procedures, management policies, emergency scene reports, daily work schedules, etc., in order to supervise and evaluate the work of subordinate personnel. Analyzes data such as dispatch time, turnout time, track crew response times and tactical control times to make recommendations to management regarding the reaction time of emergency crews and operational control tactics. Comprehends verbal direction including commands, information from other districts and other communication.

Knowledge and Abilities

 

Knowledge of: Firefighting tactics and strategy, management skills in fire ground factors, building construction, tactical priorities, rescue operations, fire control considerations, apparatus placement, property conservation, fire ground safety, communications, fire stream management, hazardous materials and major medical operations, RVFD policies, procedures and fire prevention codes; the geography of the RVFD and other surrounding communities, including the location of streets, target hazards; supervisory and training practices and techniques; and the methods of conducting special studies or administrative investigations.

 

Ability to: Analyze and react to emergency situations quickly and calmly to adopt effective courses of action, giving due regard to hazards and circumstances, organize proper staffing on a continuous basis and assign personnel in a manner which provides the most effective level of fire protection and emergency medical services for the District, interpret administrative policies and assist in formulating District long-range goals and objectives; comprehend material to stay informed on global, national, state, and local fire service issues; act in the capacity of the Fire Chief, represent the District on special committees and make effective public presentations; establish and maintain effective working relationships with Fire Board commissioners, coworkers and the public.

QUALIFICATIONS

 

Minimum Qualification(s) Required

Eight current and consecutive years firefighting experience and a minimum of 2 years in the position of Fire Captain. Bachelor’s Degree in Fire Science, Business Administration, Public Administration, or closely related field (as approved by the Fire Chief) from a regionally accredited college or university.

 

OR

 

Eight current and consecutive years firefighting experience and a minimum of 5 years in the position of Fire Captain. Associate degree in Fire Science or Fire Science Technology from a regionally accredited college/university is desirable. The Fire Chief, with fire board approval, may waive the educational requirements and accept Fire Command Officer experience in the Automatic Aid Regional Response System as an equivalent.

 

NIMS ICS 100, 200, 300, 400, 700 and 800

 

 

Preferred Qualifications

Master’s degree from an accredited college or university with major course work in fire science, fire administration, fire protection engineering, emergency medical services, emergency management, public administration, business administration or related subject.

 

Executive Fire Officer (EFO) certification from the National Fire Academy (NFA), the United States Fire Administration.

 

Chief Fire Officer Designation (CFO) from the Center for Public Safety Excellence.

 

Special Requirement(s) Must possess a valid Arizona Driver's License.  Candidate must have experience with mutual aid or automatic aid systems.

Rio Verde mourns loss of Deputy Chief

We are mourning the tragic loss of our Deputy Chief, Eric Merrill. Chief Merrill, a military veteran of the U.S. Marine Corps, retired just 3 weeks ago.  Eric spent 40 years throughout Maricopa County in the Fire/EMS service, spending his last 15 years with our District.

Eric was driving with his son Steven Merrill in Buckeye at the time of the accident, leaving his son recovering in the hospital. Eric is survived by his wife Deana, his son Steven (also injured in the accident), and daughter Alyssa. Please keep the Merrill family, their loved ones, friends, and fire brothers & sisters in your prayers during this most difficult time.

Temporary Part-time Office Assistant

 

The Rio Verde Fire District is currently seeking applications for the position of a Temporary Part-Time Office Assistant. At this time, the position is expected to work 20-28 hours per week (no Fridays/weekends) and last 6 months. However, if it is the right fit for the candidate, there is a possibility that this position could become permanent and/or full-time in the future.

 

Position Summary: 

The Office Assistant is expected to interact with the general public as the initial point of contact. The right candidate is an enthusiastic individual who is self-motivated, detail oriented with the ability to multi-task. Customer service and computer skills, along with experience in payroll, accounts payable and receivables is preferred but not required.

 

Job Functions:

  • Greet and assist the public in person and on the telephone

  • Perform clerical support functions

  • Produce and distribute correspondence and reports

  • Maintain files including records retention and archiving files

  • Prepare and maintain Board meeting books, tapes, and other documentation

  • Perform accounts payable, accounts receivable, and payroll processing

  • Perform other related duties as assigned by Administrative Manager or Fire Chief

Special Requirement(s) Must possess a valid Arizona Driver's License.  Candidate must have experience with mutual aid or automatic aid systems.

Rio Verde Fire Chief Jay Ducote will be retiring at the end of the year after 6 ½ years of service.  Chief Ducote has been in the valley fire service for over 39 years.
